REUNIÓN DEL GRUPO REGIONAL 2016 (COLOMBIA)

La XV Reunión anual del Grupo regional de INSARAG en las Américas se llevó a cabo en conjunto con la III Reunión de consulta sobre el mecanismo de cooperación para la respuesta a emergencias del Equipo de las Naciones Unidas para la Evaluación y Coordinación en casos de Desastres (UNDAC por sus siglas en inglés) del 16 al 18 de noviembre del 2016 en Bogotá, Colombia.

La reunión fue auspiciada por la Unidad Nacional para la Gestión del Riesgo de Desastres (UNGRD) de Colombia y  organizada conjuntamente con la Oficina de Coordinación de Asuntos Humanitarios de las Naciones Unidas (UN OCHA), en su calidad de Secretaría del INSARAG y administradora del sistema UNDAC.

Hubo un total de 56 participantes de 14 países de la región, 1 organización regional (CEPREDENAC), 2 países representando los otros grupois regionales y la comunidad global de INSARAG, la Federación Internacional de Sociedades de la Cruz Roja y Media Luna Roja representado por la Cruz Roja Colombiana, la Organización Panamericana de la Salud (OPS), así como la Oficina de Coordinación de Asuntos Humanitarios (OCHA) en su calidad de Secretaría de INSARAG. Los países y organizaciones estuvieron todos representados por sus puntos focales INSARAG o en delegación de los puntos foclaes, así como con algunos miembros y puntos focales UNDAC.

Grupo de Trabajo equipos livianos

At the INSARAG Steering Group Meeting (ISG) in 2016 the group directed the secretariat to initiate the establishment of an INSARAG Light Teams Working Group (LTWG) with clear terms of reference and to request INSARAG regional groups to nominate suitable members. Relevant members from existing working groups could be co-opted. The LTWG will take the lead and, following consultations with the regional groups in 2016, present the recommendations to the ISG of 2017 for a decision.

The LTWG is made up of representatives coming from the three INSARAG Regional Groups, and are selected from different USAR Teams Heavy, Medium and non-classified teams selected by the Secretariat. The LTWG is chaired by Arjan Stam, Team leader from the Dutch USAR team, chair of the UCC in the earthquake of Nepal, IEC/IER Team leader and member of the GRG.

The first meeting of the LTWG was held in Geneva from 15-17 June 2016, and was also attended by the chair of the TWG Mr. Dewey Perks.

Reunión mundial

Los tres Grupos Regionales de INSARAG se reúnen anualmente para planificar las actividades regionales y para mantenerse al tanto de los temas relacionados con los equipos USAR. Con las recomendaciones emanadas de las Reuniones Regionales de INSARAG y con el aval del Comité Directivo de INSARAG, la comunidad INSARAG sintió la necesidad de una mayor interacción entre los tres Grupos Regionales de INSARAG, por lo cual se decidió realizar una reunión mundial de INSARAG cada 5 años. Este evento mundial es una oportunidad única diseñada para reunir a todos los países miembros de todas las regiones de INSARAG. La primera Reunión Mundial en la historia de INSARAG se realizó en el 2010.

On 3 February 2016, the INSARAG Steering Group meeting was opened by Ambassador Manuel Bessler, Global Chairman of INSARAG and Mr. Rudolf Müller, Director a.i. of OCHA Geneva.  The Global Chair summarised the key achievements of INSARAG in 2015, outlined the upcoming highlights for 2016 and reflected on issues to be further discussed in the upcoming sessions. 

The meeting was attended by 156 participants from 66 Member States and Organizations (see Annex B), including Regional Chairs and Vice-Chairs, Working Group Chairs, National Focal Points and representatives from classified teams, and participants from the Humanitarian Networks and Partnership Week (HNPW). Representatives from OCHA’s Regional Offices and OCHA’s Emergency Services Branch (ESB) also attended. The meeting was facilitated by OCHA’s Field Coordination Support Section in its capacity as INSARAG Secretariat.

REGIONAL GROUP MEETING 2014 – POLAND

The meeting of the INSARAG Africa/Europe/Middle East Regional Group was held in Krakow, Poland, 30 September – 2 October 2014. The meeting was hosted by the Governement of Poland, in their capacity as the INSARAG Africa/Europe/Middle East Regional Group Chair and was supported by the INSARAG Secretariat of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA Geneva). The meeting was attended by 62 participants from 33 countries and organizations.

REGIONAL GROUP MEETING 2013 – GERMANY

The meeting of the INSARAG Africa/Europe/Middle East Regional Group was held in Wiesbaden, Germany, on 11-12 December 2013. The meeting was hosted by THW, Germany, in their capacity as the INSARAG Africa/Europe/Middle East Regional Group Chair and was supported by the INSARAG Secretariat of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA Geneva). The meeting was attended by 69 participants from 35 countries and organizations.

The meeting of the INSARAG Africa/Europe/Middle East Regional Group was held in Moscow, Russia on 11-12 September 2012. The meeting was hosted by the Government of Russia, Ministry of EMERCOM in their capacity as the INSARAG Africa/Europe/Middle East Regional Group Chair and was supported by the INSARAG Secretariat of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA Geneva). The meeting was attended by 69 participants from 31 countries and organizations.

REGIONAL GROUP MEETING 2011- TUNISIA

The Africa/Europe/Middle East Regional Group Meeting took place in Tunisia from 25-26 October 2011. The meeting was hosted by the Government of Sweden, Swedish Civil Contingencies Agency, the INSARAG Africa/Europe/Middle East Regional Group Chair and was supported by the INSARAG Africa/Europe/Middle East Regional Antenna in Tunisia and the United Nations Office for the Coordination of Humanitarian Affairs (OCHA Geneva), the INSARAG Secretariat. REGIONAL GROUP MEETING 2010 – JAPAN

The annual meeting of INSARAG Africa/Europe/Middle East Regional Group was held in Kobe, Japan on 14 September 2010 in conjunction with the first INSARAG Global Meeting. The meeting was organised by the Japan International Cooperation Agency (JICA) and the Ministry of Foreign Affairs of Japan, as well as OCHA in its capacity as the INSARAG Secretariat. The meeting was attended by 72 participants from 38 countries and organizations.
